Collect argent cells on each mission to gain points to put in these, get all argent cells and you should be able to fully upgrade them all.
You dont need to do this on a single playthrough, once you finish a mission you can replay it at any time on the same save, which means you can go back and grab any missing argent cells to get the points you need, just remember to hit a checkpoint or finish the mission to save progress.
