This achievement is earned from not using Quick Drive and driving out of the Depot yourself. If he isn't there, just keep trying until he appears. After setting up your bus and opening the Deport door; a NPC on the right hand side of the Depot will be waving at you. He will offer either a Parkour or Race task. Simply complete either task and you will be rewarded with the achievement.
