Complete all 10 challenges (5 in Slums, 5 in Old Town) to unlock it.
It is better to do them at night (21:00 - 06:00) to unlock both The Boy Who Could Run and GD Parkour Instructor simultaneously.
BUG FIX: If you have finished 10/10 challenges but the tracker shows 9/10, quit from the entire game to the desktop, wait ~20 seconds, and the achievement should pop. If not, relaunch the game.
