If for some reason you have beaten the game and have yet to obtain this, there are several levels to obtain this on, but level 32 has a setup that allows you to destroy 10 vehicles every 15 seconds with the convoy option once you have beaten the level. Make sure to leave the level cleared of any obstructions.
Please note: Most achievements in this game require you to get to the next cut scene before it unlocks or you can simply quit to main menu to unlock it immediately.
