Level up your heroes as much as you can whenever you can. You're going to need tons of money if you want to sit and do this in one go, so it's better to do over time. Level up whenever you get to a X4 or X9 level before a boss level, level them up and see how they stack against current monsters on your level. Just keep levelling and levelling up. Eventually, the achievement will click.
