    There is multiple provinces that can meet this condition, Castile starts with one, but there is plenty of more. I did it with Zeta which is in Serbia. You need to build a fort if there isn't one there already acquire 20 in army tradition and move an army to the province, and chose the action supply depot on the army and pay the 20 military monarchy points.
