This is most easily accomplished after killing 2,500 pedestrians and acquiring the Beary Nice Music Box, which lures pedestrians to your location. Drive down to the nearby wrench and keep driving over it to refresh the music box, venturing out a short distance in each direction (particularly north, towards the construction site) to accumulate lots of pedestrian kills.
