While playing as any character, go to the area with the big tree in the center (where the Kid’s kite was stuck). Behind the lake and near the benches, there’s a small nook that overlooks the lake. On the rail guard of that nook is a telescope that you can interact with. Approach the telescope and when giving the prompt to view, press E to spot Carl and June out on the pier.
