Must be Simian-Flu. Wait for a Gen-Sys lab to be built in a country other than your starting country. Then, if you need to, build a camp on the country to reinforce the ape population. Once you have enough, use the riot power 'the one shaped like a fist' on that country, and the ape population there will attack the Lab. These tend not to need many apes to win early on, but they seem to get stronger and harder to destroy once the human populations start prioritizing the cure and culling apes.
