This achievement is attached to certain political decision.
To get both achievements for the decision just save the game and load after making the decision.
*** Spoiler - click to reveal ***At one point dwarven emissary will tell you that some of the dwarves addapted nudist behaviour from the elves and ask you to ban nudist behaviour. To get this achievement pick positive response.
