While at the hotel, go to Doc's room. Bozo should be there with a towel (if he isn't you've progressed too far for this achievement)
Talk with him.
Mention that he should get dressed.
Then say that his nakedness is throttling your sense of aesthetics.
He'll do an animation with his legs that greatly upsets Rufus and you should get the achievement
