Story related. At the very beginning you are tasked with destroying an armored car. Get to the position indicated (press o and than the binoculars) and you will be able to call an artillery strike. Do so and upon destroying it you progress further. Make sure to have your troops run back to avoid getting killed by the car or the blast.
