So, I got this now and in the process of getting it I acquirement some info others might be interested in.
The quick of it is, you need to fail correctly and it will take the whole campaign to do it. This is done by not meeting the quota. According to what Georgie, the guy at the gate, says after you fail meet the quota the first time, it seems three times is enough. I opted to not meet it all five times.
Now, you can't just shoot everyone as they come through the gate, you will eventually trigger the 'no money to run the place' gameover and you'll have to restart the day before you went to sleep.
You can just send everyone to the Survivor's Block without doing any checks; they'll all die in the night and you make a profit, not that it matters since I didn't use any of it.
Closer to the end I decided to shoot anyone with a backpack as they came through the gate and send the rest to the Survivor's Block. This worked quite well and was quite a bit faster. The cash flow was balanced, in fact, I think it was still making a bit of profit.
Oh, and no need to upgrade or stock the base beyond what the tutorials force you to do.
Letting the zombies breach the wall doesn't work either, you'll just get a gameover and need to restart the drone minigame.
