Go to the time trial mode on the home screen (stopwatch icon). Select a car made in Japan, these are indicated by the country flag in the top of the screen. Complete either of the Japan time trials and the achievement should unlock. This is the same process for each of the national time trial achievements, just pick the car you need for each.
