I unlocked this with the first level of meth precursor plus Addy which is available at the corner store in Westville.
Complete the story missions up to "We Need to Cook", which will show you how to get started on your meth business. Once you level up enough, Addy becomes available at the corner store which can be mixed at a Mixing Station. The achievement should pop once you take your >$100 valued meth out of the mixing station.
