Quite simple, can be obtained pretty early on. Just make sure you don’t hitch any horse to a hitching pole until the achievement pops. There are a few instances throughout the story where you will need to break other horses - this is fine and does not reset the counter. The achievement popped for me after the 21st story mission - “The Burning”
