This achievement is found on the tutorial level "Bad Call".
Once the level begins follow it as normal until you enter apartment 23, once inside go to the second room (has the bathroom joined to it). Break the window and climb out of it.
Once on the fire escape interact with the ladder to lower it, then rather than go down the ladder go down the stairs and climb into the window. Go straight ahead into the small room and turn left, pick up the keys from the table (has clovers on it).
Go back out the window and up the fire escape again, then go down the ladders you lowered earlier. At the bottom of the ladders turn left and on a barrel is a second set of keys pick them up (also have clovers on them).
From the second key turn 180 degrees and follow the alley way. Open the steel gate and follow the path, open the second steel gate inside and your achievement will pop once you pick up the drug packet.
