Complete Storyline #58: "Schematics".
To start the storyline you will need to defeat at least 15 enemies in the Temple of Life.
Then to complete the storyline you will need to get both Fire to level 32 and Earth to level 32.
You can then complete the Storyline to build the item combination machine and unlock combining 3 of an item to improve it's quality.
