Soon as you complete Replace Beetle's Phone quest you get the cement covered cell phone you can take pictures with. Just take 20 random pictures with down on the dpad and the achievement will pop. Just FYI when taking pictures it pops up on your screen you took a screenshot. You should delete them from your Steam screenshots
