Pretty simple. All the white on the canvas needs to be covered up by paint. This happens a lot easier in later levels where there are more enemies. This achievement depends on some lucky too, as the paint from killing enemies acts different each level. There are also some items which will give you more ways to drop paint on the canvas, with one item even letting you reuse the same canvas each level making it only a matter of time until the canvas is fully filled.
