  This Seems To Be Mislabeled Internally.
  
  But, The Way To Get It To Pop Is To Send 3 Builder Bots To A New Planet; On A Colonization Rocket.
  
  I Sent 3 Of Them To Andromeda, Which I Hadn't Colonized Yet - And The Achievement Popped.
