The Fool
In the Mission "Valley of the Dolls", Daniela Voll (the Woman with the blonde hair and white dress, often at the entrance) has a habit of hitting officers directly next to her if she is not ordered to surrender. You have to approach her without yelling for compliance or intimidating her. If she pushes/hits you enough times, she will eventually fatally injure you.
Some other Civilians may share that behavior, but Daniela Voll more often or not shows that exact behavior. Its best to do the mission in Multiplayer because AI Teammates yell for compliance wich may prevent her from doing so
