As someone who's done the harder counterpart of this "Virtually Impossible" on 360 and PS3, getting this on the Master Collection PC port was much, much easier. First place requirements are fairly lenient so if you're stuck, just watch a youtube video and copy it, for the most part you should pick up the gist of what to do after a retry or so.
For the optimal route, I chose the following:
RAIDEN
Sneaking 1-10
Sneaking Eliminate All 1-10
Hold-Up Mode 1-10 (I did the first level trying to see if the infamous hold-up not working issue from the PS3 version was fixed, decided to finish them because of spending so long on them in the past), swap this out for Weapon Mode Socom 1-10 if you're having trouble.
SNAKE
Sneaking 1-10
Sneaking Eliminate All 1-10
Should pop after the final mission of Snake in the rotation.
