You can only get this on at least your second playthrough of the game, you will receive a gold key on your first successful playthrough, this will open some additional doors where you can get a lot more frozen drops to pay for the suit.
To find the suit get at least 500 frozen drops and then go to Happy's shop in the sack chute on your way to Red Wash (before Pissward Falls).
