The bird is in the Hall of Memories (the room with the pillar in the center with all the names on it). This room can be found by going to the great hall and entering the door opposite the portal. Then enter the blue portal-door straight ahead. Behind the pillar you can go down some stairs to the left or right to find a forge. The bird is behind the forge on the floor.
I found this after starting Chapter 11 where you go to the war room and get a cutscene that includes a short scene with a bird. I do not know if this is a prerequisite.
