Unfortunately, at the point of completion, this will only unlock if you actually reach that value in your DNA bank, it will NOT add the spent points. Hopefully developers will fix these things some day.
Best way to do this is by having just 1 dino to avoid extra costs, and just endure it until you reach this value.
