  After the church area you will come to the Icy outdoors where Control wants you to throw your device out the window and your AI team want you to choose the airlock path.
  Choose the airlock path and you will eventually come to a set of ladders and an electrical box. Do not override the box, instead go further up the path to the dead end and throw the ice at the latches to drop the ladder and you will get this achievement.
