You will come to a point where your AI companions want you to use the airlock to head outside in the storm, whilst Control is trying to get you to take his side and leave them behind, this is after the church area when we enter the icy room.
I would advise copying your save at this point because this affects which ending you can have, so when the game auto saves head back to the main menu and copy the save to another slot. Once you have copied your save you can then follow Controls orders and throw the device out of the window.
