This can only be done by rising through the ranks in the gambling community. Head to the tavern, and speak with the tavern keeper there. Look for the location of a gambler starting his bets at 100 Piastres. Gamble until he is broke, then head to the next rank, 1,000 Piastres.
The achievement is unlocked after winning against any gambler betting 10,000 Piastres.
Though this is not the highest betting bid in the game. The highest is from Wim Hovenkamp in Nevis at 100,000 Piastres per pot. However, this value is only a one time event, and after beating him, the value is set to 10,000 Piastres.
