Simply create a faction with whatever disadvantages you want, except the ones that would hinder your expansion. Then start a game on the lowest difficulty in a small galaxy with a peaceful opponent like the amoeba. Then quickly spread across it and win an expansion victory. The AI takes forever to colonize and doesn't attack at around round 90.
