    At the beginning of the chapter AnticitizenOne you will come across 5 resistance members who are pulling a large projection of Dr. Breen down. After they pull it down they will be rather excited to see that you have returned and will all squad up with you (indicated by the squad icons on your HUD) once you have a full squad (which you will have) the achievement will pop.
