This achievement
should require all stickers and all dev times beaten, but really you just need all of the stickers and simply beat each target level. Yes, the all dev times achievement is bugged as well and awards very early. If you're having trouble getting this to pop after fulfilling the above requirements, try re-beating another level or two.
