This must be done in the prologue/tutorial area. Even though the wooden figurines are available in the garage after the tutorial this unfortunately does not count for the achievement.
In the prologue/tutorial once you have assembled all the figures for the first time you can reselect each of them again to reassemble. Do all three at any difficulty and the achievement should unlock.
