Eventually in the story, you will need to retrieve a can of GazoGem for Baldino to fix his ship. This will take you to the Island of the Francos, where the GazoGem refinery is located.
When you enter the second room of the refinery, you will see an opening on the lower section to your left going under the platform where you enter. Turn the crank to the left of the door to disable the jet of steam and enter the passageway to earn the achievement.
