Here is a guide for 11 miscellaneous achievements around Paradise Killer, with this one being the fourth one.
1. Go to the northish end of the map, just south is the deep factory entrance.
2. On the west side is a storage building. Go to the backside and enter to retrieve crane controls/card.
3. Push the button next to the boat and crane to allow the boat to travel in front of the crane.
4. Turn on the second, third, and fifth skull. Then, activate the sixth/different skull to move the crane.
5. If done correctly, it should pick up the cargo in the boat and move it.
6. Go in the boat and retrieve the item.
