Keep playing and saving survivors or going to nearby events when the game tells you one is there. Examples could be Obscuris antenna stations or saving a survivor before the zombies kill the survivor. You also complete trials by creating combo weapons and using said combo weapons against zombies. This goes for vehicles too. It takes time to do but it's easy otherwise and you will likely unlock it when focusing on doing those events and just taking down zombies with combo weapons.
