This tutorial is extremely easily overlooked.
On the main menu, go to game modes and select contracts. From there select Create Contract. There should be a mission that looks like the typical Yacht Tutorial mission, same thumbnail, titled Contract Creation Tutorial, the word Tutorial being significantly larger. For me it was under Hitman 3 as the very first option but if you do not have access to all missions it might be located in a different area.
Simply select this one and start the mission. The game will walk you through basics of how to set up a contract and even offer a mission story for you.
Very easy to miss.
