An easy way of getting this is by levelling up one of the melee LLs and putting all the skills into melee. Then you can fight rebellions with the LL only and it should be a heroic victory. Autoresolve works. Can force rebellions by recruiting a bunch of armies and raiding one of your settlements. The achievement popped for me at end turn, not immediately after the victory.
