You need to get 3 stars in both trailblazers without fast traveling, that means you need to drive to the second and complete it in order to get the achievement. Before trying this achievement you should practice both trailblazers so you're confident to get 3 stars.
The description might say that you have 2 minutes of time, but actually you have 3min 30s.
You can track your left time by going to your accolades and on 'Trailblazer Gates' on the very right top you have an accolade called "Water Performance." Press A or enter to pin it.
Start with the La Marisma Trailblazers (in the swamp on the bottom right of the map) and make sure that you hit the goal from the south. Now I took the following route to get to the Puerta Pétrea Event:

I used an untuned Hoonigan RS2000 for it, but I've seen people get it with several fast offroad cars.
