    In Act 5 in the Ineluctable Prison, you will come to a large room with a dining table all the way on the east/righthand side of the map. There is an NPC,

    , you can talk to. Before talking to him spam Dispel on him. He will not aggro. Once you have dispelled all the buff you will get the achievement.
