The video doesn't explain, you will need to refill your blood. There's always a police officer not from where you started. Also when the bottom meter gets low, you'll need to have fun at the Bar as shown in the video. You don't need much on the bar to complete Intelligence stats.
Also be ready to fight when the wanted level starts. Thankfully you can avoid the police officers. You have to kill the vampire hunters when they show up. I hope this sorta speed run video guide helps people out. I felt this was to me the fastest way to get max stats.
