Build a building in any of your cities that generate "Faith" and wait a few turns and unless your late to the race you get to pick a Pantheon. There is only a limited number of these allowed in each game, so if the PC has acquired all of them your out of luck and needs to do it in another game. I am pretty sure these are limited to the early ages and you can only found religions in later eras.
