Make a save file first, then go to a town (such as Gilead, which is near the Arcane Sanctum and the starting Abbey/Monastery area)
Now simply cast a magic spell. You will probably hear bells ringing, and you will be wanted by the law. There is also an in-game message showing that you've unlocked the achievement.
