Use Telegraph Station 20 or more times
I had success on Medium by placing another order for up to 2 steam core's worth of the station's logistical limit every time the delivery came in. I did forget a few times and let it go up to 40, and managed to get the achievement by day 32 or 35 or so. Making small orders often seems to be the trick. Someone else might be able to nail it down more precisely.
