During Chapter 11, if you head east from your starting point, you'll find a locked door, the only thing left standing of an otherwise destroyed building. Next to it is a note, about how the door is taunting the writer and if they could open it, they could undo everything that has happened since Judgement Day. You need Lockpick 3 to unlock it.
