I created a custom character with a Wrench and the Tech Expert trait as you'll need both of these.
On level Uptown-3, you should see a satellite somewhere. When you find it, interact with it which will bring up a menu item to adjust it with your wrench. Once that's done, you should see a nearby computer terminal. Interact with this and select the "Overload Satellite" option.
An alien will appear and the achievement will unlock.
