Subscribe to the below coaster form the Workshop, load up an empty park [sandbox mode is easiest] and then place the coaster down. Test run the coaster and once it completes, you should get the achievement. Multiple cars may need to finish and if it still isn't unlocking, try to put down the entrance/exit and connect the entrance.
