Definitely attempt this before you buy any damage upgrades for your vigors, especially Devil's Kiss, that's what made the difference for me. I wasn't having any luck with everything maxed and then I made a new save and only got the upgrades that increase the duration, and got it in a few tries. I for sure had to go through the list quite a few times.
