Cheesier Gubbins is a research project unlocked in the second hospital in this expansion. The hospital is Swelbard. It isn't unlocked until 2 star requirements appear. You must research it at Swelbard to unlock this achievement, unfortunately. I suggest saving up a million dollars before starting any hospital, using the research trick. Go to your best research hospital (I had one with 5 level 5 researchers) and have them research cash. When it is 990-999 pause it, switch to your new hospital and finish it. A quick 19k for that hospital (because it costs 1k to start).
This can be sped up after you've done it once by using F7 to fast travel between hospitals. This only works to fast travel to the last hospital you saved at, so don't save on your current hospital. Make sure auto save is off. Make sure it saves when you change hospitals. Now you can hit F7 to go back and forth without loading the map. You can unlock a bigger version in this level called "Plot Hole" that gives you 35,000 for 2k. This is a better way to save up moneys
When you go to research it you can do the same thing. Do 95% of the achievement in one hospital and finish it in Swelbard. This will negate the need to have a bunch of doctors on research. You will only need 1 with 1 research talent.
