  I was able to get this achievement using the following settings on a Cannonball race:
  
  Traffic Density - None
  Racers - 10
  Rivals - On
  Tracks - 5
  
  The tracks I used were:
  Akagiyama
  Highgate Cemetery
  Metropolis
  Neon City
  Parthenon
  
  You do not have to beat all the rivals, just the other racers.
